Mumbai: No entity in the state will get much of the budget. The work of making untimely rain of announcements has been done through the budget. Thus, the hopes and aspirations of the common people have been washed away. Leader of the Opposition in the Legislative Assembly Ajit Pawar criticized that the common people are disappointed with this budget and that this budget is nothing more than talk and talk. Opposition leader Ajit Pawar rocked the hall with an hour-long speech tearing the budget apart. Also, in the budget speech, the finance minister omitted two important issues, namely issue number 126 and 165, he also demanded disclosure from the government.

On the video of Sheetal Mhatre-Prakash Surve, Ajitdada said, Let milk become water, why water …

Leader of Opposition Ajit Pawar said, the people of the state expected a budget that would give equal justice to all sections, provide relief to all sections, promote balanced development of the state, strengthen the economy, avoid popular slogans and takes concrete measures and prioritizes fiscal responsibility. But the state budget has disappointed the common people. There were a lot of expectations from a great finance minister like Devendra Fadnavis but Fadnavis has failed miserably.

Two important issues were filtered by the Finance Minister from the speech…

While delivering the budget speech, the Finance Minister, Devendra Fadnavis, mentioned issue number 126 in the budget regarding the establishment of a center to eradicate mental illness and addiction. Also issue 165 is about Swaraj Rakshasa Chhatrapati Sambhaji Maharaj memorial. Budget announcements are kept on the floor of the House. But the Finance Minister’s speech on the budget is not put on the table. Therefore, Leader of Opposition Ajit Pawar demanded that the government disclose about it.

Impact on the state’s economy due to the government being involved in maintaining power

Budgeting is an ongoing process of state development. Even if the governments change, this process of development should be continued in order to ensure the progress of the state. Any policy to empower the economy needs consistency and clarity. The economic policies of the state attract the attention of the world and investors. Foreign investment and industrial progress depend on consistency of government policy. However, the economy of the state will be affected in relation to maintaining power.

The non-implementation of the previous budget caused losses to the state

The Maha Vikas Aghadi government in the last budget had proposed ‘Vikasachi Panchsutri’ with the intention of focusing on certain areas for the development of the state. It was decided to provide about Rs 4 lakh crore in three years. When presenting the previous budget, he had the background of the Corona epidemic and the deteriorated economic situation because of it. To get out of it, we introduced this Panch Sutra. This is the budget presented for the development of the state. It needed to be implemented in the interest of the state. But the new government did not implement the previous state budget honestly. Because of this, the economic discipline of the state collapsed. Development work was affected. Important plans could not reach the masses. Only 48 percent of the amount allocated for the schemes in the previous budget was spent. 68 percent of the area’s annual plans were left unspent, stopping many development projects. This has affected the development of the state.

Guardians Minister failed to spend ‘DPC’ money

Only 42.80 percent of ‘DPC’ money has been spent in the Chief Minister’s Thane district. Considering the ‘DPC’ expenditure of each district, Thane district ranks twelfth in the state in terms of expenditure. Nagpur district, where Deputy Chief Minister Devendra Fadnavis is the guardian minister, spent 15.61 percent of the IDP fund (31st rank), Wardha district IDP fund 19.20 percent (26th rank), Amravati district IDP fund 16.77 percent (30th position), Akola district’s ‘DPC’ fund is 18.02 percent (28th position) while Bhandara district’s ‘DPC’ fund is 37.69 percent (15th position). Hingoli, Dharashiv, Dhule, Parbhani, Beed districts have ‘DPC’ fund expenditure below 15 percent.

Waste of money on only forty MLAs

Without implementing the previous budget, money has been wasted just to support forty MLAs from Shinde’s group. The Prime Minister approved the work of forty MLAs from his group. The sanctioning of work worth thousands of crores by the MLAs of our group increased the work sanctioned and the expenditure over the current year’s budget. The Municipal Corporations of Thane and Mira-Bhyander have been wasted money.

The revenue deficit increased

The state’s revenue deficit has risen to Rs 19,965 crore in 2022-23. Supplementary requirements needed to be curbed. You could have maintained this defect less. But on the general financial level the picture is not very satisfactory because of your unplanned management. On one hand you have stopped implementing state plans and on the other hand you have not spent district money. In short, the development of the state was hindered by the Shinde-Fadnavis government.

Mahavikas Aghadi did not let the economy decline even during Corona…

We did not let the state’s economy decline even during the Corona period. The growth rate of the state was 9.1 percent in 2021-22 during the Maha Vikas Aghadi government. In the current financial year (2022-23), this rate will drop to 6.8 per cent, according to the Economic Survey report. This means that the growth rate has fallen by as much as 2.3 per cent in a year. This is an alarm bell.

The decline of agriculture…

50% of the state’s population is dependent on agriculture. That agricultural sector was regressed. The last year and the year before that was Corona. During that period too, the agricultural sector had progressed well. A growth of 11.4 per cent was recorded in that year. It appears that there will be a growth of 10.2 percent this year. Regardless of what this government says, the agriculture sector has been largely ignored and as a result the agriculture sector recorded low growth. It seems to have affected the rate of development of the state.

Failure of Shinde-Fadnavis government

However, the situation is exactly the opposite in the current financial years. The growth of the service sector was 10.4 per cent in 2022-23. It is expected to be 6.4 per cent in the fourth year. Last year there was an increase of 18.9 per cent in the hotels, restaurants and hospitality sector. This year only 4.6 percent is expected. This is a serious decline. Considering this situation, steps should have been taken in the budget to promote the services sector. But even in that regard, the budget gives us nothing. Last year there was a growth of 12.5 per cent in the power, water supply, gas sector. This year only 7 percent has been assumed. Something needed to be done in this area as well. A reduction in the growth rate of about two and a half percent and a major decline in the agriculture, service sector is a cause for concern for the state’s economy.

Even in GST, Maharashtra has a big decline

Tax revenue is very important to the state’s economy. Attention should also be paid to how the state is declining in tax revenue. Now GST is a major source of tax. These statistics show the growth in trade, business, industry, employment in the state. If there is positive growth in GST, it is understood that there is positive growth in the state economy. In the year 2021-22, Mahavikas Aghadi was the government. The background was the corona epidemic. However, there has been an increase of 35.12 percent in the GST collection this year. In the last eight months, GST has increased to 10.09 percent from 35.12 percent last year. You were third in the top 10 states, you were dropped to tenth.

What happened to Chhatrapati Shivaji Maharaj memorial…?

There was a BJP government in the state, Devendraji was the Chief Minister, before the elections Chhatrapati Shivaji Maharaj memorial was announced. After coming into power, his jalpujan was done in the hands of the Hon’ble Chief Minister. But even today this monument has not come into existence. Now the Deputy Prime Minister does not even mention his name. I mentioned this in the Governor’s address as well. But I got no answer. The election is over, the election jumla was over, forget it. If a memorial is to be made, then why has the government not provided Rs. Regarding this memorial, it should be said in clear words that it will happen, it will not happen. That is, we will not raise this issue in the House any more. Take him to the people’s court.
